Most of your site traffic leaves without saying who they are. Here is what advertising can fix, what it cannot, and what to build first.
What retargeting is, in plain terms
Retargeting means building an audience out of people who have already been to your website, then showing that audience your ads somewhere else. Search and social platforms all support some version of it. The audience is assembled from a tag you place on your site, and the ad follows the shopper around for a set window afterward.
The reason dealers like it is straightforward. Someone who spent four minutes on your used truck inventory is not the same prospect as a stranger in your ZIP code. They have shown you what they want. Advertising back to them costs less per click than cold prospecting because the audience is small and the intent is real.
The reason it disappoints is equally straightforward. Retargeting can only re-reach a person. It cannot tell you who they are, it cannot text them, and it cannot set an appointment. Everything a salesperson can actually work with still has to come from the visitor deciding to give it to you. That decision happens on your site, not in the ad, which is why most retargeting budgets are being asked to fix a problem that lives one step earlier.
The uncomfortable math on your own website
Run the numbers on your own store before you spend anything. Take a month of website sessions, then take the number of form submissions, chats and phone calls that came from the site in that same month. The share of visitors who identify themselves is usually small. Most dealers already suspect this and have never actually written the two numbers next to each other.
That gap is where the retargeting conversation usually starts, and it is also where a lot of money gets wasted. If ninety something percent of your traffic leaves anonymously, buying ads to bring a slice of them back does not change the underlying issue: your site is not giving people a reason to raise their hand. You will pay a second time for the same visitor, deliver them to the same page, and get the same result.
Be direct with yourself about which problem you have. If your conversion rate on site traffic is poor, retargeting is an expensive bandage. Your best audience is the one that already gave you a phone number
Here is the part most stores skip. Before you spend on re-reaching anonymous traffic, work the audience you already own and can contact directly. Every lead you have ever received, every service customer, every shopper who filled out a form and went quiet is a person you can reach for a fraction of an ad impression.

Set a frequency cap. Set a membership window that matches the real shopping cycle for the vehicle, which is weeks rather than days for most buyers and can be longer on trucks and specialty units. And build suppression lists, which is the step almost nobody does.
Suppression means removing people from an audience once they no longer belong in it. Anyone who has already bought. Anyone who has an appointment on the books. Anyone who asked you to stop contacting them. Continuing to advertise to a customer who took delivery last Tuesday is a small waste of money and a large waste of goodwill, and it is visible to them in a way your spreadsheet is not.
Because customer records, appointments and opt out status all live in the same system, your team can see who belongs in each group rather than guessing. Opt out handling in particular has to be treated as absolute, and it has to carry across every channel, not just the one where the customer clicked unsubscribe.
Compliance rules that apply before you build an audience
Advertising rules are not decoration and they are enforced. A few that dealers get wrong regularly.
Financing campaigns run under fair lending expectations. You cannot narrow a credit related audience by age, gender, income, marital status, household size, education, language or ZIP code. Plenty of ad platforms will happily let you build a targeting set that does exactly that, and the platform allowing it is not a defense. If your campaign involves credit, keep the audience broad and let the message do the qualifying. Text messaging carries its own rules. Consent has to exist before the first message, opt outs have to be honored immediately, and a shopper who visited your website has not, by that act alone, consented to be texted. Retargeting audiences and messaging audiences are not the same list and should not be treated as one.
Finally, disclose what you must in the ad itself. Payment and finance offers carry disclosure requirements, and an ad with a monthly payment in it and no terms is a complaint waiting to happen. When in doubt, have your compliance counsel look at the creative before it runs rather than after.
Measuring retargeting without fooling yourself
Retargeting reports flatter themselves. The audience is made of people who were already interested, so the platform gets to claim credit for buyers who would have come back anyway. Judging a retargeting campaign on its own reported conversions is how stores keep funding something that is mostly reporting on your own existing demand.
Measure it the way you would measure a salesperson. Look at appointments set and shows, not clicks. Compare a period with the campaign running against a comparable period without it, on the same seasonality, rather than comparing to the campaign's own dashboard. If you can run a holdout, meaning a slice of the audience you deliberately do not advertise to, do it, because that is the only honest read most stores can get.
