Four jobs hide inside the word SEO
SEO gets sold as one line item on a proposal, which is how dealers end up paying for something they cannot evaluate. It is really four different disciplines, done by different kinds of people, on different timelines.
Technical health. Whether search engines can crawl and render your site, how fast pages load on a phone on a cell connection, whether your vehicle detail pages return proper status codes when a unit sells, and whether your structured data describes the vehicle correctly. Unglamorous, and the most common thing holding a dealer site back.
Local presence. Your Google Business Profile, your name, address and phone consistency across the sites that reference you, your review flow, and your presence in map results for the towns around you. For a rooftop this is usually the highest return work available.
Inventory and model pages. Whether your live vehicle pages get indexed while the vehicle is still on the lot, and whether you have model research pages that answer the questions shoppers type before they are ready to look at a VIN.
Content and authority. Genuinely useful pages that other sites reference, which is slow work that compounds.
An agency strong at the second may be weak at the first. Ask which of the four they are actually doing before you compare monthly figures.

Local search is the highest return work for a rooftop
If you run one or two stores, the map results for your metro are worth more than any national keyword you could chase, and they are winnable.
The work is mostly discipline rather than genius. Your Business Profile should be complete, with real hours including holiday hours, correct departments, current photos of the actual lot rather than stock images, and products or services that match what you sell. Your name, address and phone should match everywhere they appear, including the places you forgot about. Reviews should be arriving continuously rather than in suspicious bursts, and management should be replying to the bad ones in a way that makes a stranger think better of you.
Review flow is where the CRM earns its place. A review request that goes out by text two hours after delivery, from the salesperson the customer just met, performs differently than a mass email on Friday. Automations handle the timing so nobody has to remember, and opt outs are honored so you are not pestering someone who asked to be left alone.

Your inventory pages are the asset and the liability
A used car store with two hundred units has two hundred pages that appear and disappear on their own schedule. Handled well, that is a constant supply of high intent landings. Handled badly, it is thousands of dead URLs and a site search engines learn to distrust.
The questions to put to whoever runs your site: what happens to a vehicle detail page when the unit sells, does it redirect to something useful or return a not found, how quickly do new units get indexed, is your structured data accurate on price and availability, and do photos actually load fast on a phone.
Model research pages are the other half. The shopper searching for how a particular trim compares to another, or what a certain model costs to insure, is months from buying and worth capturing anyway, because they will remember whoever answered the question. Those pages age well, which is the opposite of a listing.

Here is a pattern that repeats in every store. Marketing wants a page for a campaign. The website vendor quotes two weeks and a change fee. The campaign runs to the homepage instead. Conversion is terrible, and everybody blames the channel.

A visitor from organic search behaves differently from an ad click. They are further from a decision, more likely to be researching, and much more likely to want to ask one question before giving you their name. If the only thing on the page is a form demanding full contact details, most of them leave.
Give them the cheap options. How to buy SEO without getting burned
Take these into every agency conversation. They are worth more than any deliverables list.
Own everything. Your domain, your website, your Google Business Profile, your analytics, your Search Console and the content produced on your behalf must be yours, in accounts you control, with the agency granted access rather than owning it. Stores discover this rule at the worst possible moment, which is the day they try to leave.
Reject ranking promises. No agency controls a search engine. Anyone promising a number one position, or a specific number of leads by a specific date, is either inexperienced or hoping you will not notice when it does not happen.
Ask what they will actually do this month. Not a strategy, a work log. If the answer is vague, the work will be too.
Ask who writes the content and where the links come from. Cheap link building is a liability that outlives the contract.
Ask about your site's constraints first. If your platform will not let them change page titles or fix status codes, half the retainer is theoretical.

Measuring it honestly, and a two quarter plan
Sessions and rankings are the metrics agencies report because they are easy to move. Neither pays anyone at your store. Insist on the chain: search visibility to landings to leads to appointments to shows to deliveries.
